The Ministry of the Environment advise that a minimum orifice diameter of 75 mm be used for flow control, and further that they prefer 100 mm minimum.

Where a very small orifice (e.g., 75-100 mm) is required for discharge control, the design should provide for overflow caused by freezing (i.e., provide a secondary high-level orifice of larger diameter or other appropriate design feature.)<ref>Ontario Ministry of Environment.
